Why These Commas? Why Here?

Why does this one strangely old gas pump in Vista, California use commas? It's on my way to and from work, and just want to get home, so I never stop. This one day, the gas tank was so close to empty, I had to stop, then, huh. Commas? It's a big name gas station, too. Writing 28,83 would be normal in Europe and other parts of the world, but why here?
