Odd Signs & Symbols

Why does this one strangely old gas pump in Vista, California use commas? It's on my way to and from work, and just want to get home, so I never stop.  This one day, the gas tank was so close to empty, I had to stop, then, huh.  Commas?  It's a big name gas station, too.  Writing 28,83 would be normal in Europe and other parts of the world, but why here? 

During our walks around various towns, this is currently our top place pick for the least inviting door.   Aside from "Come in and meet your future ex-wife," nothing about this is funny. I don't know why I have memories of this place that make me bristle whenever it's mentioned.  My gut reaction is, "Yeah, good place to go if you want to get into a fight over nothing."  I don't know why I think that.  Maybe this campaign of warning signs has helped calm the place down. I'm not going in there to find out.
